Fine for being uninsured in Leiden
Everyone who lives or works in the Netherlands is legally required to have basic health insurance. If you remain uninsured, you risk a fine and enrolment by the CAK.
How the fine works
If, after a warning letter, you still have no health insurance, the CAK imposes a fine. In 2026 this fine is €529.74. If you are still uninsured three months after this fine, a second fine of the same amount follows (Section 9c of the Health Insurance Act, Zvw). The amount is indexed annually.
Enrolment and the administrative premium
If you remain uninsured after the fines, the CAK enrols you with a health insurer. You then pay the administrative premium (bestuursrechtelijke premie) of €172.70 per month in 2026 — 120% of the average premium — which is withheld from your income or collected via the CJIB, for a maximum of twelve months.
